Reason for Poona Pact 1932 ? At the Second Round Table Conference in London from September to December 1931, Dr B R Ambedkar demanded a separate electorate for the Untouchables in the provincial legislatures. Gandhi opposed the proposal, saying that it would divide the Hindus.  The British Government had announced Communal Award.It was about to declare the depressed classes / dalits or untouchables as minorities. The Communal Award was announced by the British Prime Minister, Ramsay MacDonald, on 16 August 1932. This award accorded separate electorates for Muslims, Europeans, Sikhs, Indian Christians, Anglo Indians, Depressed Classes, and even Marathas. (Some seats in Bombay were given to Marathas) The existing seats of the provincial legislatures were to be doubled. The Muslims, wherever they were in minority, were to be granted a weightage. Akali Dal, the representative body of the Sikhs, was also highly critical of the Award since only 19% was reserved to the Sikhs in Punjab, as opposed to the 51% reservation for the Muslims and 30% for the Hindus. Key Points of Poona Pact 1932 While communal award promised 71 seats to depressed classes, the Poona Pact asked for allocation of 148 seats to depressed classes. Certain percentage of the seats allotted to the general non-Muslim electorate would be reserved for the depressed classes. Congress agreed that adequate representation would be given to the depressed classes in the civil services. The depressed classes agreed to adhere to the principle of Joint Electorate.
